Complete the Rochester assistance review before making a purchase offer

Rochester's Homebuyer Services office administers city purchase-assistance programs with steps separate from mortgage preapproval. Employer assistance and education also have their own requirements. Browse providers above, then coordinate the named local program with staff. The New York hub explains statewide SONYMA financing separately.

Arrange the city appointment before signing an offer

The Home Purchase Assistance Program (HPAP) concerns first-time buyers purchasing one- to four-family homes inside Rochester city limits. The city requires an application and eligibility paperwork through a Homebuyer Services meeting before a purchase offer is executed. Call 585-428-6888 to confirm the current checklist and review sequence before house shopping reaches that stage. A lender's preapproval does not replace city approval, and a Rochester mailing address does not establish that the property is inside the city.

The city's program summary describes a later city housing-quality inspection, grant-condition documents and a mortgage commitment and closing-cost estimate. Final grant approval and a funds request follow completion of the requirements and a passing inspection. Ask which property issues and signatures remain and how staff coordinates with the lender and closing attorney. HPAP is described as a grant with a five-year occupancy requirement; request the actual agreement and lien terms, including consequences of a sale or move. Do not treat preliminary eligibility as committed closing funds or a promised closing date.

Have the employer identify its lender and neighborhood conditions

The Employer Assisted Housing Initiative matches designated employer contributions with city funds for a Rochester purchase. Employers can set their own qualifying rules, including eligible neighborhoods and participating lenders. Ask the employer and Homebuyer Services which rules apply to the actual address and loan before choosing financing. The city also requires program approval before an offer is executed. A listed employer or a mortgage provider in this directory does not establish the employee's approval, a permitted lender or an available award.

Identify every required class and the accepted course format

HPAP requires both pre-purchase and post-purchase training, plus Operating Rental Property training for a multifamily purchase. Ask city staff which sessions and completion records your file needs and when each is due. Keep a landlord course separate from the ordinary homebuyer certificate; owning several units adds preparation requirements beyond obtaining the first mortgage.

The Housing Council at PathStone offers self-paced eHomeAmerica, a two-part virtual class and an in-person class, alongside individual counseling screening. Its page explicitly says eHome cannot be used with the Monroe County Grant. Confirm acceptance with the administrator of each proposed city, county or lender program before registering. Call 585-546-3700 for screening help or questions about the current format, fee and complete certificate process. An online option being advertised does not make it interchangeable with every required class.
