Coordinate the Albany city assistance file with education and property review
Albany Community Development Agency (ACDA) administers a city purchase program, while Affordable Housing Partnership (AHP) offers education and advising. Those files serve different purposes. Browse mortgage providers above, then identify the local application and property involved. The New York hub covers separate statewide SONYMA choices.
Submit the HAP file early and read its deferred-loan agreement
The city's Home Acquisition Program (HAP) helps with down payment or closing costs for a purchase in Albany. Its guidelines require the complete application and supporting documents ahead of the bank closing. Contact ACDA at 518-434-5265 to confirm the submission deadline, current household limits, eligible closing costs and outstanding documents. The city also reviews the first mortgage; lender approval alone does not complete that assistance file.
HAP's direct-purchase assistance is a prorated deferred loan secured by a mortgage and HOME agreement. The guidelines describe repayment after specified transfers or loss of owner occupancy. Request the actual agreement and explanation of the affordability period, balance and any proposed refinance before signing. Deferred repayment should not be treated as an unconditional grant, and a published application does not confirm funds for a particular closing.
Have ACDA review the whole building when rental units or repairs are involved
HAP's guidelines add tenant-income and affordable-rent review for rental units and require code compliance across the property. They also describe a combined HAP/HOAP application when purchase and rehabilitation assistance are proposed together. Give ACDA the unit count, occupancy and needed work; ask which tenant records, inspections and repair steps apply. An owner-occupied unit does not by itself settle the review of other units or finance every repair.
Keep AHP's orientation, advising and completion certificate distinct
AHP describes Homebuyer 101 orientation, an intake and individual advising step, then more detailed education. Its online course routes also require an individual advisor session. Ask 518-434-1730 which sequence, appointment format and fee now apply. HAP requires counseling and a completion certificate; another provider needs ACDA approval. Confirm acceptance with both ACDA and the mortgage lender before enrolling, rather than treating an orientation seat or online lessons alone as a completed purchase file.
AHP's appointment checklist includes pay records, tax returns, W-2s, bank statements, a budget worksheet and applicable additional-income records. Ask for current secure submission instructions and redaction guidance, and arrange another method with staff if computer access is difficult. Use the appointment to review the proposed payment budget and preparation questions. Providing counseling records is separate from the lender's underwriting and ACDA's assistance decision; Mortgage Firm does not receive those documents.
