Coordinate the Billings city assistance file with the property and closing schedule
The City of Billings administers its own First Time Homebuyer program, with household, property and reservation requirements beyond a lender's mortgage approval. Browse providers above, then confirm the proposed address and application with city staff. The Montana hub covers separate Board of Housing programs.
Separate the city loan application from mortgage preapproval
Billings describes its assistance as a deferred-payment loan, rather than a grant. The city-linked application requires the purchased home to be the household's primary residence and identifies repayment when selling, refinancing, renting it out or no longer using it as the primary home. Request the actual assistance agreement and ask city staff how a proposed future change would be handled before relying on the loan in a purchase budget.
The prospective-homebuyer instructions request tax returns, W-2s and recent income verification for adult household members, with incomplete files causing delay. Read the current application and have staff confirm who must provide records, including any household member without income. Use the city's application instructions to submit documents directly; mortgage preapproval does not replace the city's household review or establish that a particular address qualifies.
Resolve reservation documents and property restrictions before setting closing
The city's lender guidance distinguishes an application from a funding reservation. Its reservation checklist includes a homebuyer education certificate, signed buy-sell agreement with an eligible price and a Loan Estimate meeting the program's housing-payment rule. Have the lender verify the city's approval and reservation directly with staff, rather than treating a submitted application or preliminary approval as committed funds. Ask whether funding and processing time fit the proposed closing; a published funding notice does not reserve assistance for a buyer.
The same guidance excludes tenant-occupied homes and pre-1978 homes with chipping or peeling paint. Raise the home's occupancy, age and visible paint condition with city staff before proceeding on the assumption that assistance will cover it. Ask which property review or documentation remains. City check processing cannot be expedited, so leave room for the program's own review and payment steps alongside the first mortgage's closing schedule.
Schedule the Home Center appointment that completes the certificate
The city directs applicants to HRDC's Home Center for education. The Home Center describes a course followed by a one-to-one pre-purchase counseling appointment before the completion certificate is issued. Its online routes also require that appointment and an intake packet. Confirm the accepted course, registration cost, documents and appointment schedule with the provider, then arrange delivery of the certificate to city staff and the lender. Finishing the online lessons alone does not complete this provider's certificate process.
