Match the Memphis assistance program to the household and the home

A Memphis purchase can involve a mortgage lender, the city's Down Payment Assistance office and a housing counselor. Each handles a different part of the process. Start with the directory above, then check the program name, property location and preparation requirements before relying on assistance in a closing plan.

Check the city boundary and the specific program's service area

Memphis lists Citywide DPA for qualifying buyers purchasing within city limits, along with a separate pathway for current or recently displaced Memphis Housing Authority residents. The Homebuyer Incentive Program for Citizens uses designated areas within the city. A home elsewhere in Shelby County is not automatically eligible for these city programs, and a city address alone does not establish eligibility for the designated-area option.

The city also lists incentive pathways for qualifying Memphis police, fire and Memphis Shelby County Schools employees. Employment conditions differ by program. Give the DPA office the property address, household circumstances and relevant employment details so it can identify which requirements to review. Request current income and property-price limits, and confirm funding and application timing before treating assistance as part of an offer.

Plan for a second lien and the city's property review

The city's Affordable Housing resource describes Citywide DPA and Homebuyer Incentive assistance as deferred-payment loans secured by a second lien. It requires primary-residence use during an affordability period; the lien is released when the applicable terms are met. No scheduled monthly assistance payment does not mean there are no continuing obligations.

The Citywide DPA summary also requires the property to pass an inspection before the file is submitted to the DPA office. Ask who orders that inspection, what standard it uses and how any repairs affect submission and closing. Confirm the city's steps alongside the mortgage lender's appraisal and property requirements.

Questions to take with you

  • Which affordability period and lien-release conditions apply to my selected program?
  • What happens to the assistance balance if I sell, refinance, move out or no longer meet an employment condition?
  • Who submits the DPA file, and which counseling, inspection and lender documents must be complete first?

Choose a United Housing class format and complete the full sequence

United Housing in Memphis offers English homebuyer classes in person and in split evening sessions, virtual Spanish classes, and self-paced eHome America in English and Spanish. Its evening format requires both sessions in the selected week. Use the provider's current calendar to choose a format you can finish, and register in advance rather than planning to join on the class day.

For United Housing's eHome course, the certificate follows an evaluation session with a counselor. Arrange that session as part of your completion plan. The organization also offers pre-purchase counseling and financial coaching when you need individual help with a budget or buying question. Confirm with your lender and the city's DPA office that your chosen education and counseling satisfy the particular program's requirements.
