Separate Frederick's city, county and employer assistance routes
A Frederick purchase can involve more than one housing office. Compare mortgage providers above, then identify who administers the assistance you are considering. The county's Homebuyer Assistance Program, the city's Sold on Frederick loan and the county-government employee benefit have different requirements.
Have the first-mortgage lender coordinate the county application
Frederick County's Homebuyer Assistance Program serves eligible first-time buyers who currently live or work in the county and will purchase a county home as their primary residence. It is a deferred loan secured by the property, with repayment triggered by sale, transfer or ending primary-residence use. There are no monthly assistance payments; that does not make the balance forgiven.
The lender submits the application after a ratified sales contract. The county asks applicants to allow 21 days for a complete package, so discuss the closing schedule before signing. Its requirements include a home inspection, a home warranty and, for pre-1978 property, a lead-paint risk assessment before loan approval. Ask who will arrange those steps and how repairs could affect timing.
Use the county's current application and fact sheet to confirm household eligibility, available funding and compatibility with other assistance. A Mortgage Firm listing does not establish a lender's participation.
Ask the city about Sold on Frederick and the two-session workshop
The City of Frederick's Housing Counseling Office describes Sold on Frederick as a down payment and closing-cost loan for city homebuyers. Payments are deferred until sale, refinancing or the home ceases to be the primary residence. Confirm the purchase address is within the city and request the current application and written terms from the office; county eligibility alone does not establish city-program eligibility.
The same office provides pre-purchase counseling and a homebuyer workshop. The workshop serves Maryland residents, and both sessions are required for a certificate. That education service area is broader than the city loan's scope. Use the office's registration link to confirm dates and space, then check acceptance with each lender or assistance administrator involved in your purchase.
Questions to take with you
- Can the proposed city and county assistance be combined for this property?
- Which balance would become due if I refinance?
- When must the course certificate and each assistance approval be ready?
Check the employer requirement for House Keys 4 Employees
Frederick County's House Keys 4 Employees fact sheet identifies full-time regular Frederick County Government employees as its audience. Working somewhere in the county does not by itself meet that employer requirement. The program also requires a county home purchase and an eligible Maryland Mortgage Program loan.
Its process calls for an approved MMP lender to submit the county application and for Human Resources to verify the partner contribution. Ask the lender which current mortgage product qualifies and request the assistance agreement's payoff conditions. The benefit is described as deferred loan assistance; do not count it as an unconditional employer gift or assume funds have been reserved.
