Understand what Flagstaff assistance changes about the purchase

Flagstaff's local homeownership options can affect both the money needed to buy and the terms of a future sale. Start with Housing Solutions of Northern Arizona, the city's program administrator, so the lender can evaluate the same assistance pathway and property arrangement you are considering.

Compare CHAP's repayable assistance and permanent-affordability pathway

The city's Community Homebuyer Assistance Program (CHAP) describes two alternatives. Home Purchase Assistance is a deferred, repayable loan; the city says it is not forgiven and identifies sale, transfer, cash-out refinancing and loss of owner occupancy as repayment events. Its Permanent Affordability Pilot instead exchanges assistance for lasting resale restrictions. The city says eligible buyers choose one pathway, not both.

CHAP also uses two geographic checks: the purchased home must be inside Flagstaff city limits, while its local-connection rule concerns living or working within the Flagstaff Metropolitan Planning Organization boundary for at least twelve consecutive months before purchase. Have Housing Solutions verify each requirement separately. A Flagstaff mailing address or a location elsewhere in Coconino County is not sufficient evidence of both.

Questions to take with you

  • How would the repayment calculation or resale restriction affect a later move?
  • What documents establish the property's jurisdiction and my qualifying local connection?

Review the ownership documents for an FAHP home

The Flagstaff Affordable Homeownership Program (FAHP) offers homes through a shared equity model. The city describes either a renewable long-term ground lease or a deed restriction, with a capped resale price that preserves affordability for a later qualified buyer. Ground-lease homes also carry a monthly lease fee. This is an ownership arrangement to review alongside the mortgage, rather than just an upfront contribution toward the purchase.

Ask which model applies to a particular home and request its lease or restriction and resale formula. Have your lender account for any lease payment when explaining the total housing payment, and ask how the loan would work with those documents. Discuss future resale and refinancing with the program administrator before assuming an unrestricted market sale. Confirm available homes and the applicable household requirements directly; the program page does not establish that a particular unit is available to you.

Begin with the correct Housing Solutions intake form

The city directs homebuyer-program applicants to Housing Solutions of Northern Arizona for a pre-purchase application and an individual counseling appointment. The provider separates its general application from one for Sedona and Cottonwood. Tell the counselor where you intend to buy and which Flagstaff option interests you, so a similarly named regional program does not become the basis for your mortgage planning.

Housing Solutions says it does not need supporting financial documents for the initial meeting; it requests income and household-size verification if you proceed to program eligibility. Follow the provider's current instructions for that stage. It also offers online homebuyer education in English and Spanish and describes a course discount for its individual counseling clients. Ask about current fees, the discount and certificate processing before registering. An intake appointment or finished course is not an assistance commitment or a mortgage approval.
