Confirm the WVHDF loan combination for the household and property

The West Virginia Housing Development Fund (WVHDF) provides statewide mortgage resources through its own loan team and participating lenders. Browse city directories above, then use the Fund's official resources to check the proposed program. Mortgage Firm is an independent directory; inclusion does not establish WVHDF participation or loan approval.

Match the purchase county and ownership history to the program

WVHDF's Homeownership Program uses income and sales-price limits for the county of purchase and reviews past ownership of a principal residence, with different treatment for targeted counties. Movin' Up has no first-time-buyer requirement but has its own income and price limits. Ask the lender which program it is reviewing and how the property's county and the household's ownership history affect that review. Being a repeat buyer does not by itself establish eligibility for a particular loan.

The Fund's Find a Lender resource searches by county and company. Use the purchase county when researching participating lenders, then confirm that the loan officer handles the proposed WVHDF product and property type. A company appearing in Mortgage Firm's city directory or on an agency search is not proof that every loan it offers uses the same program, assistance or underwriting requirements.

Check Low Down eligibility before including assistance in the budget

Ask WVHDF or the participating lender which down-payment or closing-cost assistance, if any, can accompany the proposed mortgage product. Have the lender identify the program by name and provide the current written combination requirements before including assistance in the purchase budget. A general program summary or older video does not confirm that a particular combination is available for the file.

Low Down is a second-mortgage loan for down-payment or closing-cost expenses, rather than a grant. Request its repayment terms, payment amount, remaining cash requirement and combined mortgage expense. Its FAQ says an outstanding Low Down balance must be satisfied when refinancing and the Fund will not subordinate that existing second lien. Ask how a proposed future refinance would address both loans. Assistance can reduce initial cash needs while leaving a separate balance that must be considered in later financing plans.

Review the lot and the stage of construction before choosing financing

Homeownership has a lot-size limit, while the Movin' Up FAQ says that program has no acreage limit. Movin' Up also separates permanent financing for a newly constructed home from construction financing, which it does not provide. Tell the lender the lot size, dwelling type and whether the home is complete or still to be built. Ask what property records and completion requirements apply and how any construction costs would be financed separately. A permanent mortgage offer should not be treated as money available during the build.

Confirm the course requirement and the counselor's service area

The Movin' Up FAQ requires education or counseling for conventional insured or uninsured loans under both programs and directs government-insured loans to the insuring agency's requirements. Have the lender confirm the course, required borrowers and completion timing for the actual loan. WVHDF links Fannie Mae's HomeView course; its provider offers English and Spanish versions and a completion certificate. Ask the lender to accept the selected course and dated certificate before relying on them for closing.

WVHDF's counseling resource lists agencies by the counties they serve, with some also offering virtual counseling across the state as needed. Use the property's county to research an appointment for budget, debt, credit or homebuyer preparation questions. Confirm current coverage, appointment format, language support and any fee directly with the agency. A counseling service area differs from the location of a lender's office, and a counseling appointment does not approve the mortgage or reserve assistance funds.
