Choose the right starting point for Oregon homebuyer resources

Oregon Housing and Community Services (OHCS) offers Flex Lending through approved mortgage lenders and funds organizations that operate separate assistance programs. Identify which route you are researching before gathering documents: the lender, local provider and housing counselor have different roles.

FirstHome and NextStep use different eligibility rules

FirstHome generally serves first-time buyers, with exceptions for qualifying veterans and purchases in targeted areas. It has county-based income and purchase-price limits and can be used with or without down payment assistance. Ask the lender to review your ownership history and the property's location together.

NextStep does not require first-time-buyer status, but it still has income and other program requirements. It pairs the first mortgage with down payment assistance. OHCS describes household income for FirstHome's income screen and loan-qualifying income for NextStep; give the lender a complete picture of who will live in the home and who will borrow instead of assuming those calculations are interchangeable.

The programs also differ on help from a borrower who will not occupy the home. FirstHome does not allow non-occupying coborrowers or cosigners; NextStep permits them under its program rules. If that is part of your plan, raise it before choosing a product. Permission under a program does not establish mortgage approval.

Separate lender-arranged assistance from local provider programs

Flex Lending assistance is a second mortgage arranged with the participating mortgage lender. OHCS also awards funds to organizations across Oregon that run their own assistance programs. Those organizations may offer a grant or a forgivable second lien, depending on the program. A mortgage application and an application to one of these providers are different steps.

Use the county search on OHCS's assistance page to identify organizations serving the purchase area. The organization-administered pathway requires homebuyer education and a meeting with a certified housing counselor. Ask the provider about its current application process, requirements and funding before including assistance in your purchase budget. A provider appearing in the locator does not establish that it is accepting applications today.

Questions to take with you

  • Which organization serves the property's county, and which assistance program would I apply for?
  • If I am also considering Flex Lending, will the provider and lender approve using the programs together?

Ask what the assistance can cover and when it must be repaid

FirstHome's conventional product summary distinguishes forgivable assistance from a repayable second mortgage. Forgivable assistance still has conditions: selling the home or refinancing the first mortgage before the assistance term ends can trigger repayment of the outstanding balance. Ask the lender for the written terms of the specific second mortgage, including payment and payoff obligations.

That summary also excludes using its assistance to cover the difference when the purchase price exceeds the appraised value. If an appraisal comes in below the agreed price, ask the lender how that affects the cash needed and financing plan. Do not assume that an assistance award covers every closing shortfall.

Find the lender and schedule education early

OHCS's Flex Lending page has an approved-lender search. It says approved lenders can originate throughout Oregon, so a county search should not be treated as a measure of office distance. Confirm the loan officer's participation in the particular product you want to discuss. A listing in Mortgage Firm's independent directory does not establish OHCS approval.

OHCS also links to homeownership centers offering individual counseling on financial preparation and the buying process. A counselor can help organize questions before a mortgage application; use the state's center locator to find a contact and ask about services.

For FirstHome, the conventional summary requires first-time buyers to complete approved education. It describes a certificate valid for one year and online alternatives when a local class cannot be coordinated. Confirm the accepted course with the lender and center before enrolling, and check the certificate's expiration if your search takes longer.
