Plan the Illinois assistance review around the property and the named program

Illinois Housing Development Authority (IHDA) mortgage programs pair a first mortgage with down payment and closing cost assistance. Use the city directories above to compare providers, then identify the approved lender and exact IHDA product involved. Assistance types have different repayment obligations, and a listing here does not establish program participation.

Use IHDA's approved-lender search for the application

IHDA's Homebuyer Center says its lending partners handle applications through closing, with no separate application review by IHDA Mortgage. Its official lender page allows searches by lender name or NMLS identifier. Ask the loan officer who will review program eligibility and place the reservation, and which product appears in your proposed financing.

IHDA warns that funding and availability can change and are not guaranteed until the lender places a complete reservation. Ask what documents and approvals remain before that step, how it fits the purchase timetable and how any proposed local assistance will be reviewed with the first mortgage. A discussion of assistance is not a funding reservation.

Compare the assistance balance and monthly payment separately

IHDA describes Access Home and Access Deferred as assistance loans with deferred repayment, including repayment when the home is sold or refinanced. Access Forgivable is a loan with monthly forgiveness over ten years; Access Repayable requires monthly repayment. A product without a monthly assistance payment can still leave a balance to repay later.

Request the written terms for the named second mortgage. Ask what balance would remain if you sell, refinance or pay off the first mortgage, and which conditions govern forgiveness. For repayable assistance, include its payment when comparing ongoing housing costs. Compare cash needed at closing and later obligations together rather than treating every IHDA option as a grant.

Check the purchase county and exact address before using limits

IHDA's limits page bases income and purchase-price limits on the county where the home is being purchased, rather than the buyer's current residence. It also distinguishes targeted and non-targeted properties and provides a property-address lookup. Have the lender verify the address and applicable program limits; a city name alone does not identify a targeted area.

Access Home has first-time-buyer requirements with specified veteran and targeted-area exceptions. Explain prior homeownership, spouse information and the proposed property to the lender so the correct rules can be reviewed. IHDA also notes that its income calculation can differ from the income used for mortgage underwriting. A general mortgage preapproval does not settle the separate assistance review.

Have the lender identify the course before you enroll

IHDA requires pre-purchase education for all borrowers on the transaction, including repeat buyers. Its education page requires a certificate showing borrower names and completion dates, completed before closing and within its stated validity period. It also describes situations requiring a particular course or additional landlord education. Ask the lender to identify the accepted course for your financing and property, and when to provide the certificate for the loan process.

For preparation before applying, IHDA's financial-literacy page describes free financial and pre-purchase counseling through its agency network. The education directory also lists Community First Housing Counseling Resource Program agencies with in-person and virtual options. Ask the agency about service area, appointment format and costs for the specific service; distinguish individual counseling from a course certificate your lender needs.

Use official identifiers when checking a provider

The Illinois Department of Financial and Professional Regulation's Division of Banking lookup directs users to NMLS Consumer Access for entities regulated by its Bureau of Residential Finance. Ask the provider for the company and loan officer's identifiers, then use the official lookup route to match names and review the applicable record. Check IHDA participation separately using its approved-lender search.
